The 24-year-old Italy international only joined the Hammers last season from Sassuolo for £35.5m.
But he struggled to fit in at the east London club, having managed just eight goals in 27 appearances.
It’s another costly striker failure to add to West Ham’s list, with the Hammers wasting millions on attacking players over recent years.
It does, though, add £20m to their transfer kitty to strengthen the squad this summer.
West Ham sold Declan Rice to Arsenal for £105m earlier in the transfer window, but have yet to spend a penny on any new players for manager David Moyes.
Scamacca will move to Atalanta as a replacement for Rasmus Hojlund, who is set to be announced as a Manchester United player around their penultimate pre-season friendly with French club Lens on Saturday afternoon.
